國(guó)義招標(biāo)股份有限公司受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。
1、招標(biāo)條件
項(xiàng)目概況：廣州市軌道交通六號(hào)線二期、七號(hào)線、九號(hào)線車輛段設(shè)備采購(gòu)項(xiàng)目主要為廣州市軌道交通六號(hào)線二期蘿崗車輛段、七號(hào)線大洲車輛段、九號(hào)線歧山車輛段配套采購(gòu)數(shù)控不落輪鏇床、列車清洗機(jī)、固定式地下架車機(jī)組設(shè)備，滿足相應(yīng)線路列車（電客車）架車檢修需求。 廣州市軌道交通六號(hào)線全長(zhǎng)42km，遠(yuǎn)期延伸到永和全長(zhǎng)約50km。全線設(shè)一段一場(chǎng)，一期工程在線路西端設(shè)置潯峰崗?fù)＼噲?chǎng)，二期工程在線路東端蘿崗鎮(zhèn)設(shè)置蘿崗車輛段。本項(xiàng)目采購(gòu)的數(shù)控不落輪鏇床、列車清洗機(jī)、固定式地下架車機(jī)組為二期工程蘿崗車輛段與綜合基地的配套設(shè)備。 七號(hào)線一期工程線路全長(zhǎng)約18.60km，均為地下線路，共設(shè)9座車站，其中換乘站為4座，平均站間距2.19km，最大站間距為3.78km（南村~大學(xué)城南），最小站間距為1.12km（廣州南站~石壁）。設(shè)大洲車輛段一座，位于廣州南站西側(cè)大洲村以北。本項(xiàng)目采購(gòu)的數(shù)控不落輪鏇床、列車清洗機(jī)、固定式地下架車機(jī)組為大洲車輛段與綜合基地的配套設(shè)備。 廣州市軌道交通九號(hào)線呈西東走向，經(jīng)廣州市花都區(qū)和白云區(qū)，線路全長(zhǎng)約20km，全部為地下線。共設(shè)9座地下車站。九號(hào)線設(shè)岐山(定/臨修)車輛段一處，岐山車輛段位于廣州市花都區(qū)，九號(hào)線線路終點(diǎn)站飛鵝嶺車站的西北方向，段址東側(cè)緊鄰新華永久陵園，北側(cè)鄰近軍事管理區(qū)，風(fēng)神大道從段址南邊通過(guò)。本項(xiàng)目采購(gòu)的數(shù)控不落輪鏇床、列車清洗機(jī)、固定式地下架車機(jī)組為岐山車輛段的配套設(shè)備。

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī)：1）投標(biāo)人必須是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易來(lái)往得國(guó)家和地區(qū)（以下通稱“合格來(lái)源國(guó)”）的法人或其他組織。2）投標(biāo)人必須是設(shè)備的制造商，不允許聯(lián)合體投標(biāo)。3）投標(biāo)人必須2009年1月1日至投標(biāo)截止日止（合同生效日期及驗(yàn)收日期在此時(shí)間范圍內(nèi)）在中國(guó)境內(nèi)城市軌道交通有三車組及以上固定式地下架車機(jī)組已投入使用的業(yè)績(jī)，須提供合同相關(guān)頁(yè)的復(fù)印件（包含日期、蓋章頁(yè)、貨物名稱、能證明架升三車組及以上車輛的合同相關(guān)頁(yè)）以及經(jīng)建設(shè)單位確認(rèn)的驗(yàn)收?qǐng)?bào)告或驗(yàn)收證明復(fù)印件。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) Bidders are legal persons or other organizations who participate in bidding. This Invitation for Bids is open to all suppliers from within the People's Republic of China(hereinafter abb. as "PRC") and all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas"), except as provided hereinafter. 2) The bidder must be the manufacturer, the joint Bids are not allowed 3) The bidding equipments of Underfloor Lifting Jacks for three car-units or more must have been put into used in inner-city rail transportation system of China ever since 2009-01-01 until the date of bid submission (the contract effectiveness and acceptance dates should be within the period).
